Bill Campbell Headshot.jpgWilliam C. Campbell was appointed City Clerk of Woburn, Massachusetts in 1997. In that capacity, he also serves as Clerk of the Woburn City Council, Clerk and Member of the Board of Registrars of Voters and Clerk of the Traffic Commission.

He is past President of the Massachusetts City Clerks Association and a current member of its Executive Board, is past editor of City Journal - the official newsletter of the Association - and has served as Vice-President, Treasurer and a member of the Education Committee of the Association. He is the Massachusetts City Clerks Association representative to the Massachusetts Elections Task Force which has been charged by the General Court to undertake a study of election issues in Massachusetts. He has drafted proposed legislation relative to changes in election laws, including easing the burden on Massachusetts voters temporarily residing overseas such as military personnel, students and business people, and testified at the State House before the General Court Joint Committee on Election Laws.

Mr. Campbell was appointed as the first Massachusetts Local Election Official of the United States Election Assistance Commission Standards Board in February 2003 and served until June 2009. He served as past Vice Chair and was the first Secretary of the nine member Executive Board, served as Chair of the By-Laws Committee and served as Chair of the Resolutions Committee. Mr. Campbell was elected to the first Executive Board at the Standards Board meeting in Washington, D.C. in February 2005 for a two year term.

Mr. Campbell is a member of the New England Association of City and Town Clerks, the Middlesex City and Town Clerks Association and The Election Center. He is also a Justice of the Peace. He is a former Ward Two Alderman having been elected in 1987 and re-elected in 1989. Mr. Campbell was elected President of the Woburn City Council during his second term. He is a former member of the Burbeen Free Lecture Fund, Inc. Board of Directors and served as its Program Chair. He was Treasurer and Member of the Executive Board of the St. John's Preparatory School Prep Parent Council and was Chair the Campus Ministry Committee. He serves as Chair of the Woburn Student Government Day program. He is the recipient of the 2009 Woburn Business Association Presidents Award. In 2010, Mr. Campbell was nominated as candidate for Massachusetts Secretary of State. He frequently serves as moderator and panel member at municipal clerk and election official conferences.

He has B.A. from Boston College in economics and sociology, a J.D. from Quinnipiac University School of Law fka University of Bridgeport School of Law and is a graduate of Woburn Senior High School. Mr. Campbell has been a member of the Massachusetts Bar since December 1985, and has been admitted before the United States Court of Appeals for the First Circuit and the United States District Court for the District of Massachusetts. Prior to his appointment as City Clerk, he practiced as an attorney in Boston and Woburn.
